According to Newton’s law of viscous force, a frictional force called viscous dray or viscous force balances the applied stress or pressure so that the liquid layers attain constant velocities, and it is proportional to velocity gradient.

Critical Velocity
The streamline flow occurs in case of liquid, as long as its velocity does not exceed a limiting value. Osborne Reynolds saw that there are two limiting values instead of one. These two limiting values are known as critical velocity.

Poiseuille’s Formula for Viscous Flow
Poiseuille calculated the coefficient of viscosity of a liquid flowing through a long harrow tube with two known quantities: amount of liquid flowing per second (unit time) and pressure difference between the two ends of the tube.
